Role overview

As a Government Relations Consultant, you will support and deliver client work across Bluesky’s federal practice. You’ll contribute to day-to-day file execution—monitoring developments, drafting high-quality materials, supporting stakeholder engagement, and helping drive advocacy strategies from planning through implementation.

This role is well-suited to a strong writer and analyst who thrives in a fast-paced client-service environment and is eager to build a career in federal government relations in Ottawa. Consultant-level roles in Ottawa GR practices commonly emphasize strong knowledge of federal decision-making, policy monitoring, writing/briefing materials, and contributing across multiple client files.

Key responsibilities

Client delivery and file support

  • Support federal government relations strategies and workplans across multiple client accounts and sectors.
  • Track and synthesize federal policy, political, regulatory, and parliamentary developments; provide clear, timely updates to internal teams and clients.
  • Draft client-ready materials (briefing notes, stakeholder maps, meeting prep, correspondence, presentations, and summaries) with strong judgment and attention to detail.
  • Support stakeholder engagement planning, including meeting logistics, briefing preparation, and follow-up materials.

Research, analysis, and communications

  • Conduct rapid-turn research and policy analysis and translate it into concise recommendations and client-facing deliverables.
  • Contribute to integrated communications/public affairs deliverables where required (e.g., messaging, backgrounders, issues management support).

Business development support

  • Contribute to proposals and new business efforts, including background research, opportunity tracking, drafting proposal content, and pitch preparation (as appropriate for level).

Qualifications and experience

Required

  • You are an excellent communicator with 2+ years of relevant experience in government relations, public affairs, policy, stakeholder relations, or a closely related field (combination of work, internships, and/or political/government experience considered).
  • Strong understanding of Government of Canada institutions and federal decision-making and policy processes.
  • Excellent writing and editing skills, with the ability to produce polished, client-ready materials on deadline.
  • Strong organizational skills and sound judgment in a client-service environment (managing multiple priorities, confidentiality, responsiveness).
  • Valid drivers’ license.

Assets

  • Experience on Parliament Hill (MP/Minister’s office, committee work, party/caucus, or campaign experience).
  • 1–4 years of consulting experience (or comparable client-service experience) demonstrating comfort with timelines, client communications, and deliverable quality.
  • Exposure to files in natural resources (energy, mining, forestry, critical minerals) and/or defence (including defence procurement) is an asset.
  • Bilingualism (French/English) is an asset.

What success looks like in this role

At Bluesky, Consultants are expected to demonstrate growing capability across client service, technical proficiency, teamwork, and problem-solving—producing accurate, well-structured work and contributing positively to team delivery and client confidence.

Our office

  • Full-time role (5 days/week)
  • Hybrid work model with minimum 4 days/week in-office (Ottawa)
  • Occasional early/late hours based on parliamentary cycles, client deadlines, and events; occasional travel may be required.

How to apply

Please submit a resume and cover letter outlining your relevant government relations experience, writing strengths, networks and interest in federal public affairs work in Ottawa.
